    Colleagues,

I'm interested in learning how peer institutions are approaching parking compliance within the unique operational and cultural environments of higher education.

Specifically, I'm looking to better understand what is proving most effective in influencing behavior and improving compliance rates across campus parking systems. In your experience, is compliance primarily driven by enforcement presence, or are there other contributing factors that have shown measurable impact?

I would also appreciate insight into how institutions are structuring and applying enforcement tools such as immobilization (booting) and towing. How frequently are these measures used, and under what thresholds or conditions are they typically implemented?

Beyond the operational side, I'm particularly interested in how these enforcement practices align with the broader mission and values of your institution. How do you balance the need for consistent enforcement with maintaining a campus environment that supports accessibility and institutional priorities?

Additionally, how are departments framing enforcement actions within the context of service and campus experience? While enforcement is inherently corrective, I'm curious how others are positioning their operations to avoid an overly punitive perception.

Lastly, navigating internal processes and institutional dynamics can often be as challenging as the fieldwork itself. How have you effectively managed administrative constraints, stakeholder expectations, or internal governance considerations when implementing or adjusting enforcement strategies?

I appreciate any perspectives, models, or lessons learned that you're willing to share.

    Thank you,
