    Greetings!

I'm reaching out for ideas and suggestions to address ongoing challenges at campus pickup and dropoff areas. We have two key locations on main roadways (two lanes) where vehicles frequently stop with their hazard lights on, waiting for passengers. This behavior causes traffic backups and unsafe conditions, as other drivers are forced to maneuver around the stopped vehicles by entering the oncoming traffic lane.

Previously, we explored solutions that incorporated LPR and video into a bollard. However, due to a North Carolina statute, NC State Transportation retains only 20% of citation revenue. Since vendors typically require a percentage of the full citation amount, this approach would result in a financial loss for us.

At this time, issuing citations by mail isn't a viable option, though it's a path I'm open to exploring in the future. Staffing these areas is not a priority, so I'm specifically looking for a tech-based solution to mitigate this issue.

Has anyone implemented an effective technology-based solution for similar situations? Any insights or recommendations would be greatly appreciated!

    Best regards,

    Jared

    Hi Jared,

There are camera systems that can record usage and analytics of vehicles in a given area.  That would provide data about the activity.  How long vehicles are there, how many pick up/drop-offs happen, when is the area busy, etc.

There has been some success at campuses that designate specific areas for pick-up/drop-off, particularly for Uber & Lyft or app-based deliveries.  When I was at Stanford, these approaches helped when it was possible.

I'd be happy to talk to you more about this.  You can email me at brian.shaw@kimley-horn.com.

    Thanks,

    Brian
