    Good day to everyone!

We are looking at possibly implementing immobilization devices in Redmond WA. Currently, I am looking into vendors that provide immobilization services or immobilization devices if we decide to go full internal manually install and removal.

I am wanting to see what other cities and/or universities are doing for immobilization and what recommendations are there for vendors as we will be a small team. I look forward to hearing suggestions and feedback!

    Thank you,

As a small municipality, we do most things internally including immobilization and removal. It is written into our city ordinance when someone reaches a certain amount of dollars in citations or number of citations themselves, they are eligible. We purchase our own devices from WCT products and have been a customer there for about a decade. They have great customer service and while pricey, they have quality products which are easy to install. We have bought the accompanying antibreakage master lock since it is very easy to purchase a boot key online nowadays. These have been amazing as well.  We purchase the orange immobilization cards instead of stickers as we try to touch a vehicle as little as possible. If you have any more questions, feel free to reach out.

    Hi Kat,

Thank you for your response and suggestions. I will need to look into this type of lock as you mentioned. I am also exploring immobilization vendors which I know there are many. Hopefully PIPTA will have some vendors there for immobilization.

    Thank you!

    Hi Jacob,

We also handle vehicle immobilization in-house. Below is a link to our current City Code section related to vehicle immobilization:

    https://library.municode.com/co/manitou_springs/codes/code_of_ordinances?nodeId=TIT10VETR_CH10.12PA_10.12.016IMIMVE

For immobilization equipment, I highly recommend Universal Boot. We have had excellent success with their product and, over the past 13 years, have not had a single vehicle owner successfully remove one without authorization. The boot is constructed from durable, heavy-duty materials, and the locking mechanism they provide is equally robust and reliable.

You can learn more about their products here:

I hope this information is helpful. Please feel free to reach out if you have any questions or if I can provide any additional details.

    Thank you,

    Hi James,

Thank you for your response. The link for the ordinance is great especially since I will need to write an ordinance for Council approval so this will be helpful as a template since Redmond has never done this.

I am familiar with Universal Boot; I used them when I worked at University of New Mexico almost 7 years ago. Great boot and sturdy. Good to know they are still good.

    Thank you,
